Second thing to consider is that the cost of transporting water internationally may be over-whelming for the government and might not worth it. Considering these points, I still do not believe th at it should be criminalise instead, it should be saved for a great profit opportunity for the future when water becomes as valuable as the oil in nitty-gritty east.
